Down Syndrome


The parent of a child having down syndrome is entitled to a disabled child allowance at a benefice rate of 50%, from birth to 18 years and three months, provided that he meets the basic requirements.

Eligibility for the benefit is determined according to the child's age and functioning:

  • From birth to age 90 days - entitlement to a 50% benefit rate.
  • From age 90 days to 6 years - entitlement to a 100% benefit rate due to a need for full supervision - as of June 1, 2018 (payment of a benefit for full supervision is only possible as of 90 days)
  • From age 6 - entitlement to a benefit will be determined according to medical treatments and the child's functioning. In any case, the benefit rate will be of at least 50%.

Please note, if the child received a benefit at a rate of 100% and above for medical treatments, intellectual disability or for any other medical ground, he will also continue to receive the same benefit rate beyond 6 years old.

Besides, he will be entitled to a benefit at a 100% rate even after the age of 6 if the child suffers from 3 of the following impairments: Down syndrome, partial supervision, impaired functioning in two limbs, communication assistance, dependence on the help of others to perform daily activities, hearing loss, blood tests twice a day (diabetes).

Documents to be submitted

Up to age 6, eligibility is established upon documents without summoning the child to appear before the Medical Board.

After the age of 6, if it is possible, a decision will be made without summoning the child to be examined by the Medical Board. Should eligibility be established upon the documents, your right to require, within 45 days, an examination by the Medical Board in presence of the child is reserved. If you are not satisfied with the Board's ruling, you have the possibility to appeal against its decision.

Benefit rates

  • Up to age 90 days - benefit rate of 50%, amounting to NIS 1,771 .
  • From age 90 days to 6 years - benefit rate of 100%, amounting to NIS 3,479 .
  • From age 6 - benefit rate of 50% or a higher benefit depending on the child's condition.

The benefit is paid retroactively for up to one year prior to the date of claim submission, except for developmental delay benefit which is paid retroactively for only up to half a year prior to the date of claim submission.

Important

  • You are entitled to receive, free of charge, advice and preparation for appointments at the Medical Board provided by "Helping Hand" centers.
  • It is recommended to read further on developmental delay (until age 3) and on child depending on the help of others in activities of daily living (from age 3). It is important to note that these types of entitlements require the actual examination of the child by the Medical Board.

  • If you were summoned to appear with your child before a Medical Board and your child does not require assistance for everyday functions – you may request these activities to be excluded from examination.
  • Prior to the Medical Board, it is recommended to prepare a list of your child's medical problems, and to indicate, during the Board, how these medical problems affect the functioning of the child and his parents.
  • Receiving a disabled child allowance entitles to benefits from other institutions and organizations.
