Mental and alternative cares for the victim's children
- Children aged between 7 and 30 - whose parent is a hostile action victim and suffers from PTSD, mental or head injury, are entitled to a refund for mental care.
- Children aged between 7 and 18 - whose parent is a hostile action victim and suffers from PTSD, mental or head injury, are entitled to a refund for alternative care.
Mental care
Expenses refund will be paid for mental care provided by those approved by the Health Ministry or Welfare Ministry to give mental care such as: psychiatrist, psychologist, social worker and art therapist.
Please note that the referral to a therapist will be made directly by the parents and on their own responsibility in the case of minors, or independently in the case of adults. The National Insurance has no responsibility for the choice of the therapist, the contents of the treatment or its results.
The maximum refund amount is NIS 384 per visit, including VAT (328 NIS without VAT). Refund can be obtained only for one hour of treatment per week.
Alternative care
As of 1.6.2023, money refund can be approved for alternative care in replacement of specific mental treatment or art therapy.
Refund of expenses are granted for children age 7-18.
Refund can be obtained for a treatment provided in one of the HDMOs (health maintenance organizations): Clalit, Maccabi, Meuhedet and Leumit. A refund for alternative care provided by a private therapist can be approved only by submitting invoices or receipts together with an official written approval from one of the HMOs stating that the therapist has provided these health services within the HMO in the course of current calendar year.
Please note,
- A refund cannot be given for two different treatments provided simultaneously.
- At any time, you may receive a refund for mental care, art therapy or alternative care.
The maximum refund rate for alternative care is similar to the maximum refund given for mental care or art therapy - up to NIS 351 including VAT for an authorized dealer and up to NIS 300 for an (VAT) exempted dealer.
How to receive a refund?
You have to book treatments and pay independently, an we will pay you refunds on treatments up to a maximum amount, upon presentation of payment receipt.
The receipt must show the full name of the patient and his ID number, dates of treatments, the therapist's full name and business registration number exempt/authorized/private corporation (any business from recognized by tax authorities).
A claim for refund for treatments can be submitted online on the webiste or by filling out a written form and sending it to a branch using the document delivery service.

Important information!
Refund claims can be submitted upon presentation of receipts for treatments provided in the 12 months prior to the day of the claim for refund.
Mentoring services for victim's children
A child aged between 5-18 whose parent was determined a disability of 20% at least (or 10% if the injury occurred before 1996) for a PTSD injury, mental injury or head injury - is entitled to refunds of mentoring services.
Mentoring services are designed to assist the child with the following:
- Emotional support
- Social accompaniment
- Social skills rehabilitation
- Educational support
The service is offered by the following providers: Tagbor, the Association for Public Health, A.Sh., Nursing and Welfare, Danel, ORS, Massad, Kidum, Long-term Care Services Basket, Matan, Matav.
Treatment frequency: up to 4 hours per week spread daily during the week.
To check eligibility and receive a service, one may contact the rehabilitation social worker who follows the child.
