Below is a list of the benefits regarding housing for the spouse, parents and children of the abducted/missing:
Housing loans and grants: spouse and parents of abducted/missing person
To receive these benefits, contact the Rehabilitation Department at a branch nearest to your place of residence or through the website.
Spouse, parents and children whose parents have been abducted or missing – are entitled to loans and/or grants to solve housing problems in accordance with the rules and conditions set forth from time to time. The Rehabilitation Board will discuss each and every request, and if it approves it, will determine the amounts of assistance, in accordance with the provisions and the approved annual budget for this purpose.
Help for solving a housing problem is one-time grant, and relates to one entitlement clause only: buying an apartment or replacing an apartment or renovating or settling a debt, etc.
Help in financing private rental housing
- Parents or spouses raising children who are homeless – can apply for assistance in financing a private rental, and receive assistance for the first year following the disaster, with the possibility of an extension for another year (second year).
During the second year after the disaster, the applicant must devise a practical plan for a permanent residential solution. If he does not have a permanent residence plan – he will not be given additional assistance in financing rent, beyond the approved two years.
If the applicant has established a permanent plan during the second year and needs until entering the permanent apartment to continue renting – he will be given assistance in financing rent for an additional period not exceeding one year, and in total up to three years.
- Spouse with children and parents who are moving into another apartment for the following reasons: overcrowding in relation to the number of persons, living in a lower construction standard than usual, an unsuitable environment, health, emotional or family reason, and there is a time gap between the date of vacancy of their apartment and receiving the new apartment, and because of that gap they request temporary assistance in financing rent - they will be given assistance for a period not exceeding one year.
Housing grant for the child of the Abducted/Missing Person
A child is entitled to an aid grant for the purchase of an apartment in the amount of NIS 132,140 (as of Jul 01, 2023).
A child whose two parents are missing or abducted – is entitled to a double grant of NIS 264,280 (as of Jul 01, 2023).
Conditions of entitlement to a partial grant:
To receive a housing grant for a child, you must meet all of these conditions:
- Age – You are under 30 years old.
- Buying an apartment – You purchased an apartment and this is your only apartment.
- Marital status – You are single, and have not received a marriage grant in the past.
How does one receive a grant?
In order to receive the housing grant, contact the Hostile Actions Casualties Department of your local branch or through the website,
and submit the following documents:
- Purchase contract – a signed contract between you and the seller of the apartment.
- If the apartment is sold for key fees – notarized confirmation of the purchase of the apartment from a private person.
- If the apartment was purchased from savings plans – a document proving that the actual date of purchase has arrived.
- If the apartment is in the first stages of construction – details of the stages of payments to the contractor.
It is important to know,
that whoever is paid a housing grant and then requests a marriage grant – will be paid the difference between the marriage grant and the housing grant he received.
A child whose parents are both missing or abducted who meets the criteria for this housing grant - is not eligible for a housing grant paid to a spouse.
