​The National Insurance publishes the amount of benefits for year 2025 according to index and average wage

By law, some benefits of the National Insurance are linked to the average wage and others to the index, the National Insurance publishes the amount of benefits for year 2025

As every year, the National Insurance publishes the amount of linked benefits, by law, to the consumer price index (CPI) and the average wage.

  • As mentioned, "disability allowances" that include: general disability, attendance and disabled child allowances are the only benefits
     linked to the average wage     , this after the Disability Reform that was finalized in 2021.
  • This year, the average wage relevant to benefits increased by 6.2%, and as of January 2025, the National Insurance allowances and  the general disability pension at a degree of full earning incapacity will be updated to NIS 4,556, while last year it stood at NIS 4,291 and two years ago (2023)  NIS  4,063.
  • A disabled person with full earning incapacity and increment for a spouse - will now receive an allowance of NIS 6,024, while last year the allowance was NIS 5,673, and two years ago (2023) NIS 5,373.

  • The attendance allowance, designed for people with a more severe disability, also increases according to the average wage in amounts of between NIS 109 and NIS 608 according to the percentage of disability and difficulty.
  • The disabled child allowance also increases and for a child with 100% disability, the related allowance will increase from NIS 3,479 to NIS 3,694. An increase of NIS 215.
    Increment for a disabled child who is also ventilated will rise, as of January, from NIS 9,813 to NIS 10,421, an increase of NIS 608. About two years ago (2023) the allowance increment was NIS 9,293.

However, old-age and survivors' pensions, and income support benefit are linked to the CPI and their amounts, as of January 2025 – will rise at a low rate,
 by law, yet significantly.

  • An old-age pension for an individual will rise from NIS 1,736 to NIS 1,795. (For people aged 80+ there is an increment of NIS 101 only).
    For an individual with a spouse who does not receive this pension, the old-age pension will rise from NIS 2,609 to NIS 2,697,  an increase of NIS 88 only.
  • Survivors' pensions (paid to widow, widower and orphans) will also increase proportionally in amounts of tens of shekels.
  • The long-term care benefit can be provided in cash but also in various services, such as nursing caregivers, laundry services, panic buttons and more. 
    - A person in need if long-term care at level 1 (relatively easier medical condition) who receives a full benefit in money  - will receive NIS 1,546 and at level 6
     (the most difficult medical condition, relatively) will receive – NIS 6,748.
    - A person in need of long-term care who receives half of the benefit in money (and the other half in services) will receive at level 1 – NIS 773 and the rest in services, while at level 6 he or she will receive NIS 3,374 and the rest in services.
  •  Child allowances and savings for each child – As mentioned, according to the Arrangements Law of 2025, the allowances are expected to be frozen. However, as of the moment of writing these lines – the Arrangements Law has not passed yet in the Knesset. If the law is adopted, the allowances will remain as they were in 2024 and will range from NIS 169 for the first child to NIS 241 for the fourth child. If it is decided not to freeze child allowances for the year 2025, their amount will be NIS 175 for a first child and NIS 221 for a fourth child. It should be noted that from the fifth child onwards, the amount decreases to the amount of the allowance as received for a first child.
  • The birth grant also increases based on the CPI and not according to the average wage:
     - A birth grant for the first child will rise from NIS 1,986 to NIS 2,054, an increase of NIS 68.
    - A birth grant for the second child will rise from NIS 894 to NIS 924, an increase of NIS 30.
    - A birth grant for the third child onwards will rise from NIS 596 to NIS 616, an increase of only NIS 20.
    A birth grant for twins will increase by NIS 338, from NIS 9,930 in 2024 to NIS 10,268 in year 2025.
  • Income support benefit – Up to the age of 55, the income support benefit increases by between NIS 67 and NIS 130 depending on the marital status.
    From age 55 to retirement age, the amounts are higher, but the increase ranges from NIS 83 to NIS 170, depending on marital status and family composition.
  • A week ago, the National Insurance issued its Annual Poverty Report and, this time too, it was clear that benefits of the National Insurance significantly contribute to lift people out of poverty. According to the report, relatively speaking, the highest effect of benefits on the rate of poverty is observed in the following allowances: old-age and survivors pensions, disability allowances, unemployment benefits, income support benefits and child allowances
  • It is well known that the National Insurance does not determine the rate of the benefits, but rather the Knesset of Israel. The update is issued annually in accordance with legislation that provides which benefit is to be linked to which index (average wage or CPI).
