  • The contribution of the research to the body of knowledge and the research methods of the researches on the National insurance and social policy and/or the labor market.
  • The contribution of the research to the evaluation of the consequences of social policy and to the formulation of policy measures for solving socio-economic problems.
  • The contribution of the research to the improvement and development of socioeconomic indices.
  • The contribution of the research to the characterization and description of the standards of living and behavioral patterns of the populations receiving benefits from the National Insurance.
  • The contribution of the research to the identification of unmet needs and to the detection of populations at risk.
  • The quality of the research, the extent of its innovation and the research's match to its goals.
  • The research's organization and structure, research methods and analysis methods of findings analysis.
  • The researchers' expertise in the relevant field and in its closely related fields.
  • The availability of databases for the research.
  • The suitability of asked budget.
  • The participation of other parties in the funding of the research.
  • The Commission is allowed to take into account in its considerations the principle of overall balance reaching in regards to the topics of researches.
  • The Commission is allowed to take into account in its considerations the number of researches that have been funded in the past for that same researcher.
