A person with limited mobility who is 17 years of age or older may submit an application for driving lessons if he meets one of the following conditions:
A. He does not posses a driver’s license, and meets the following two conditions:
- The Medical Institute for Road Safety has not determined that he is unfit to drive.
 
 
- The Medical Institute for Road Safety recommends a special vehicleA vehicle that may be entered while sitting in a wheelchair, or that may be driven while sitting in a wheelchair. for him. 
OR
B. He has a driver’s license and he meets one of the following conditions:
- He must pass a test of his ability to control a special vehicle and wants to take lessons before the test. 
- The Medical Institute for Road Safety recommends a special vehicle for him, he is interested in trying to drive such a vehicle  before the purchase is made.
