The National Insurance Institute pays a grant for hostile actions casualties memorial, as a subsidy to the memorial project. The purpose of the grants is to provide help in financing the memorial, and not to cover all related expenses.
Private memorial grant
A grant for private memorial is paid in order to help the family with respect to a beloved's memory, for instance by publishing a memorial leaflet, purchasing cult objects in synagogues, and establishing a scholarship fund, etc.
The grant is a lump sum paid automatically to the widow/widower and bereaved parents.

Collective memorial grant
A grant for collective memorial is given in order to commemorate the memory of two or more victims, as part of a memorial project, such as engraving the names of victims on a memorial wall, book publishing, erecting or renovating a monument, memorial room, film production, etc..
The Hostile Actions Casualties Department issues each year a call for proposals to municipalities, local authorities, public institutions and associations, for submission of financial assistance application for purposes of a collective memorial, in the memory of victims of hostile actions.
