Mobility and vehicle


Here is a list of advantages regarding mobility and vehicle to the spouse, parents and children of the victim.

To take up these advantages and for more information on how to obtain the aid, please contact the Rehabilitation Department of the branch nearest to the place of residence or through the website 

Please note that the National Insurance Institute does not pay any subsidies for vehicle license fees, vehicle insurance and driving lessons, retroactively.

Mobility allowance

Widows, widowers and orphans who lost both parents in hostile actions, who receive a monthly allowance and who have not exercised their right to a car purchase assistance from the Rehabilitation Department of the National Insurance Institute, are entitled to a monthly mobility benefit which is automatically paid with the monthly allowance.

The subsidy is paid automatically with the monthly allowance.

For bereaved parents, this benefit represents an increased payment for medication and a reimbursement of purchase tax, which is paid with each monthly allowance.

Vehicle Purchase Assistance

  • Bereaved parents, widows and widowers, and orphans who lost both parents in hostile actions, who have not remarried and hold a valid driver's license – are entitled to assistance for the purchase of a private car or rehabilitation vehicle for occupation purpose, which is provided in the form of a grant or a loan.
  • Bereaved parents, widows and widowers, and orphans who lost both parents in hostile actions, who do not hold a valid driver's license – are entitled to assistance for the purchase of a vehicle, provided they can prove that it is required with respect to their medical condition, advanced age or for social reasons. They must also prove that their spouse holds a valid driver's license and resides with or near them, and is capable, in the opinion of a rehabilitation officer, of driving the eligible person according to his or her needs.
  • Assistance is offered for the purchase of a first vehicle and its replacement once every 4 years.
  • Bereaved parents and widows/widowers who have remarried and whose source of income stems from driving lessons or taxi fares – are entitled to the renewal of their car for the purpose of their economic rehabilitation, a right which will be limited to 3 replacements only.
  • Orphans (who are not yet 21 years old at the time of the loss of their parent) – can obtain a one-time assistance for the purchase of a car necessary for their professional activity, provided that they are under 30 years old at the time of their application, hold a valid driver's license, and have not yet received rehabilitation assistance in the past, including for studies.
To check your eligibility you must contact a social worker of the Rehabilitation Department.

Help with vehicle insurance

Widows, widowers and orphans who lost both parents, who own a car - are entitled to funding for the vehicle license fee, as well as an annual subsidy as participation on car insurance costs. The subsidy is subject to the presentation, each year, of a photocopy of the license fee paid for the car.

Assistance for driving lessons

Parents, widows/widowers and orphans who take driving lessons are entitled to a financial contribution on driving lessons costs.

Amount of assistance:

  • Grant for bereaved parents: NIS 1,748
  • Grant for widow or widower: NIS 2,417
  • Grant for orphans: NIS 2,417
    For an orphan aged up to 17, an automatic grant will be paid on the parent's bank account when the orphan turns 17. For an orphan aged between 17-21, a grant is paid against receipts (on condition that the orphan learned to drive before the age of 30).

Grant for the purchase of a scooter

Scooter purchase grant for a bereaved parent

  • A bereaved parent who has limited mobility due to his or her medical condition and needs to use a scooter for personal use – is entitled to an assistance with the purchase of a scooter once every 4 years.
    This assistance is provided in lieu of a car purchase assistance.
  • A couple of parents who both need a scooter will be entitled to assistance for the purchase of an individual scooter or the purchase of a two-seater scooter that will be used by both of them separately.
  • A bereaved parent who needs a scooter, and his/her spouse (who is also bereaved) has purchased a car with the assistance of the Department of Rehabilitation – will be eligible for assistance for the purchase of a single scooter.

Level of participation in the purchase of a scooter:

  • Individual scooter: NIS 12,740
  • Two-seater scooter: NIS 18,117

Widow/widower scooter participation subsidy

The spouse who requires a scooter for personal use due to a medical mobility impairment – is entitled to a scooter assistance once every 4 years.

This assistance is given in lieu of a car purchase assistance. The assistance will be given in the form of reimbursement, upon presentation of receipts and up to a maximum of NIS 16,983.
