In principle, every Israeli resident living abroad must pay insurance contributions in Israel at the rate prescribed in the law. However:
A) If you are an Israeli resident sent by his Israeli employer to work, for a limited time, in a convention country, your employer will continue to pay national and health insurance contributions to the National Insurance Institute, and your will be exempted to pay insurance contributions to the Social Security Institute of the convention country in which you work.
Before your departure abroad your employer has to contact the International Affairs Division in order to obtain an authorization, to be presented to the Social Security Institute of the country where you are working. This authorization will enable you to receive am exemption of payment of insurance contributions in the convention country.
B) If you are an Israeli resident and have not been sent abroad by an Israeli employer, but you took the initiative to go work in a convention country, as an salaried or self-employed worker, the Social Security Law of the convention country will apply to you. After presenting to the collection officer of the National Insurance Institute in Israel the authorizations regarding the payment of insurance contributions in the convention country, you will be exempt from payment of national insurance contributions for the period of employment abroad.
Please note, the conventions do not apply to health insurance, and you will therefore liable to pay health insurance contributions during the time of your stay abroad. Arrangements of payment of health insurance contributions may be set up in the Collection Department at the branch of the National Insurance Institute nearest your place of residence.
C) If you are Israeli resident travel to work in a country that signed a Social Security Convention with Israel, you will be liable to pay insurance contributions in that country. Furthermore, by law, you have to pay minimum amount of insurance contributions in the National Insurance Institute in Israel for the period of your stay abroad. Payment arrangements may be set up in the Collection Department at the branch of the National Insurance Institute nearest your place of residence.
