Below is a list of the mobility and vehicle benefits to the spouse, parents and children of the abducted/missing:
Please note that the National Insurance does not retroactively pay grants for car licensing fees, car insurance, and driving lessons.
Mobility benefits
The spouse of abducted/missing person and children whose parents are both missing or abducted who receive a monthly benefit, and have not exercised their entitlement to assistance in purchasing a vehicle from the National Insurance's Rehabilitation Department, are eligible for a monthly mobility benefit grant.
The grant is automatically paid with the monthly benefit.
For the parents of an abducted/missing person, this benefit is integrated with the payment for medication and purchase tax refund, paid each month with the benefit.

Help in purchasing a vehicle
- The parents, spouse and children whose parents have been abducted or are missing, who have a valid driver's license – are eligible for help in purchasing a personal vehicle or a rehabilitative vehicle for work purposes, by way of a grant and loan.
- The parents, spouse and children whose parents have been kidnapped or are missing, who do not have a valid driver's license – are entitled to assistance in purchasing a vehicle, if they have proven that they have a need for a vehicle due to health condition, advanced age and social circumstances, and that they have a son or daughter with a valid driver's license, who live with them or near their home, and are able, according to the opinion of the rehabilitation worker, to drive them according to their needs.
- The assistance is provided to the first vehicle and its replacement once every 5 years for parents, and once every 4 years for spouses.
- A parent and spouse, who make a living as a driver or taxi driver - are entitled to a renewal of a vehicle for economic rehabilitation purposes for only 3 replacements.
- A child (who on the day of disappearance/abduction is not yet 21 years old) – may be entitled to a one-time assistance in purchasing a vehicle for work purposes, provided that the child has a valid driver's license, and has not been given rehabilitation assistance, including studies, provided that on the day of submission of the claim he has not yet turned 30 years old.
Help with vehicle insurance
The spouse and children whose parents have been abducted or are missing and in possession of a vehicle – are entitled to an annual grant to finance the car license fee and an annual grant as participation in financing the car insurance premiums. Assistance is conditional on presenting a copy of the vehicle registration document on a yearly basis.
Help with driving school
The parents, spouse and children who learn to drive – are entitled to a participation in driving school fees.
Amount of assistance:
- Grant for parents: NIS 1,577,
- Grant for a spouse: NIS 2,180,
- Grant for children: NIS 2,180.
Grants for the purchase of a scooter
Participation grant for the purchase of a scooter for the parent of an abducted/missing person
- A parent who is limited in mobility due to his medical condition and needs a scooter for personal use – is entitled to assistance in purchasing a scooter once every 5 years.
This assistance is provided instead of the vehicle purchase assistance. - Parents who each need a scooter – will be entitled, separately, to an assistance in purchasing a single scooter or a scooter for the couple that will be used by both of them.
- A parent who needs a scooter, and his/her spouse (who is also the parent of the abducted/missing person) purchased a vehicle with the assistance of the Rehabilitation Department – will be entitled to assistance in purchasing a single scooter.
Amount of participation in the purchase of a scooter:
Scooter a single person: NIS 11,503.
Scooter for a couple: NIS 16,358.
Participation grant for the purchase of a scooter for spouses
A spouse in need of a scooter for personal use due to medical mobility limitation – is entitled to assistance in purchasing a scooter once every 4 years.
This assistance is provided instead of the vehicle purchase assistance. The assistance will be provided as a refund upon presentation of receipts and up to a maximum amount of NIS 15,335.
