Benefits for siblings of abducted/missing person
Tuition grant
A tuition grant is paid for siblings who are in grades 7-12. The grant is paid to parents who receive an increment for siblings with the monthly benefit.
Grant amount – NIS 2,153.
How does one receive a grant?
The grant is paid automatically each year with the August benefit.
Tutoring courses
Brothers are entitled to funding of tutoring. The funding is given up to 3 years after the abduction/disappearance occurred, when the period of assistance to fund the lessons does not exceed one year. The lessons will be funded according to the school's requirement, and when in the opinion of the rehabilitation officer the student needs help in certain areas of study.
Maximum financing amount: NIS 960 per month, for 12 months.

Post-secondary and academic studies
Participation in tuition fees will be given to parents who fund higher education for the siblings of the abducted/missing: a bachelor's degree or the acquisition of a profession.
Eligibility is granted for siblings up to the age of 30, for a period of up to 3 years. Unless, of course, the official curriculum lasts 4 years.
In any case, no more than 4 years of study will be approved.
The benefit is provided for higher education in one of the following educational institutions:
- Secondary schools at the end of which a certificate of accreditation from a government office is granted.
- Universities and colleges recognized by the Council for Higher Education (BA).
- Schools for engineers and technicians (13-14) for those studying consecutively after high school graduation.
The participation rate is up to 40% of the full basic tuition fee for undergraduate studies in higher education institutions in which the state participates in their budget (according to the update of the Council for Higher Education).

Advantages for children of the abducted/missing
Participation in tuition and extracurricular activity fees
The National Insurance pays grants for extracurricular activities for children in grades 1-6, and tuitions for secondary education for children in grades 7-12.
Amounts of grants:
For children in grades 1-6 : NIS 1,720
For children in grades 7-9 : NIS 2,040
For children in grades 10-12 : NIS 2,520

Diagnosis of learning disabilities, remedial instruction and mentoring
Learning disability diagnosis
The National Insurance funds the diagnosis of a learning disability for a child up to the age of 21 in accordance with the recommendation of a professional. The diagnosis will be made by the supervised educational psychological service, or by specialist and licensed psychologists for diagnosis. Funding is limited to a maximum of 4 diagnoses (as needed).
A child over the age of 21 will be able to receive funding for only one diagnosis, provided that no diagnosis is funded before the age of 21.
Amount financed:
For didactic diagnosis – reimbursement of up to NIS 700.
For psychodidactic diagnosis – reimbursement of up to NIS 1,600.
Remedial education
A child of primary and secondary school age, who suffers from learning disabilities and has a remedial teaching recommendation for him, and the school or community does not have this service, is entitled to a maximum of 18 hours of study per month, according to the prescribed rate, and for a period of up to two years from the date of approval of eligibility.
Refund amount:
According to a statement – up to NIS 55 per hour including VAT
On presentation of receipts – up to NIS 65 per hour including VAT

Vocational training and higher education for spouses and children of abducted/missing persons
Who is eligible for funding of vocational training and higher education?
- Spouse
- Children under the age of 21 and under 30 (children over 21 are only eligible for vocational training funding).
- Children whose parents have been abducted or missing and are 18 years of age or older.
What does financing include?
- The spouse and children are entitled to funding of vocational training until they complete their vocational studies, or funding of higher education studies until receiving their bachelor's degree. The funding includes tuition and an annual grant for books and a living allowance.
- Assistance in financing studies abroad for a spouse and child – will be provided as part of the conditions and tests conducted for students in Israel. Funding will be provided in Israeli currency.
- Parents of abducted/missing persons are entitled in special cases to receive advice in choosing a profession and assistance in financing tuition fees, including higher education and the study of the Hebrew language.
