Those engaged to a victim of hostile action casualty that occurred since 7.10.23 onwards are entitled to the following benefits:
- Monthly benefit of the same amount as a benefit to widows/widowers without children - NIS 10,193.54 (as of Jul 01, 2024) for 5 years.
- Grant of the same amount as a widowhood grant.
- Healing expenses for 5 years (not including private surgery, fertility treatments, mobility scooter or complementary medicine).
- Advantages in the field of studies and vocational training.
- Mental and emotional treatment for 10 years (not including tutoring for the orphan, evaluation of orphan's learning disorders or support course for the orphan).
Submitting a claim for benefits
How to submit a claim?
One must fill out a claim for benefits to the person engaged to a hostile actions casualty. The claim and supporting documents must be sent to the branch nearest the place of residence by one of the following means:
Documents to attach to the claim:
- Authorization of registration with the Rabbinate as couple asking to be married.
or - Proofs of the existence of at least two of the four conditions below prior to the death of the victim:
1. There was a wedding proposal or an engagement party was announced and known by family members.
This includes a proposal consented by the victim and the engaged partner and made before two witnesses, with a written testimony.
(One must enclose publications such as - pictures, videos clips or notification of the event on social networks).
2. The couple fixed a date and place for the wedding and contacted the wedding event location or a provider of catering services.
3. One of the couple purchased a ring for the wedding proposal or offered the other a ring when he or she proposed or during the engagement period.
4. The couple called, by mutual consent, a third party to purchase or rent an apartment.
Date of claim submission
- The claim for benefits must be submitted within a year since the day of death.
- If the claim of the engaged person is submitted beyond this one-year time limit since the death - eligibility will start from the day of submission of the claim, however the benefits will end after 5 years since the victim's death. For mental treatment, its will end after 10 years since the victim's death.
Claim approval
The claim is subject to the approval of the certifying authorityThe certifying authority is the body appointed by the Minister of Defense to decide whether or not the person's injury meets the definition set down in the Hostile Action Casualties Law. If so, the person is recognized as a hostile-act injured person.
Only after the certifying authority has decided that the injury is in fact a hostile-act related injury will the National Insurance Institute handle the case.

Only once the certifying authority established that the death event is recognized as a hostile action, the National Insurance will handle your rights.
