As an integral part of the renewal of the entrance to Jerusalem (Kiryat HaLeum), the landmark National Insurance building will be replaced by a new one
The new building will concentrate all the units of the National Insurance Administration currently scattered in 3 different buildings throughout the city, and the Jerusalem branch that provides a solution for the city's residents and is currently also divided into several buildings in the center of the city that at the end of construction will be transferred to the city's entrance, adjacent to public transportation and the accessibility required for the general public.
The special tender committee for government planning and construction in the Ministry of Finance, chose the Bardarian Brothers Company Ltd. as the winner of the demolition, excavation and reinforcement tender for the execution of the project.
This is the first step towards embarking on a P.P.F.I. tender for the planning, construction, financing and maintenance of the National Insurance building that will as said concentrate all the management units and the Jerusalem branch.
Employees of the National Insurance Administration moved to another rental building (a landmark Israeli postal building adjacent to the Jerusalem Central Bus Station) and will stay there until the completion of the excavation and construction of the new building.
The planned new building will be built in a lot belonging to the National Insurance Institute, where the old building is currently located, with an area of 82,000 square meters and will include a foundation building of 8 floors and an office tower of 30 floors. In addition, a square will be erected in the building's vicinity named after Giora Lotan – the first General Director of the National Insurance Institute and one of the founders of social services in Israel.
The project to be established will be adapted to all the needs of the service provided by the National Insurance Institute and as part of the change of the Kiryat Haleum in the capital city and the desire to concentrate all the government ministries in the city.
On 08/30/2023, in the presence of the Minister of Labor, who is in charge of the National Insurance, a cornerstone laying event was held for the construction of the new buildings that are expected to be erected in 5 to 7 years from the date of laying the stone.
The Minister of Labor, Yoav Ben Tzur: "As the Minister appointed to the National Insurance, the change the organization has undergone in recent years is clear and visible, laying the cornerstone and promoting the construction project of the offices and the branch that will receive the public is complementary step to the ongoing work. The place will be renewed for the benefit of the public, inviting and provide solutions in one place for the benefit of the public, improving bureaucracy, access to the citizen and consolidating the offices into one place as an integral part of the Kiryat Haleum of the capital. The transition from old to new ways clearly expresses the symbol of the future in terms of the quality of service and the place of the National Insurance in Israeli society."
Acting Director General of the National Insurance Institute, Yaronah Shalom: "From the establishment of the National Insurance Institute in the 1950s to the present day, the fields of care and assistance have expanded over the years and today the employees of the National Insurance Institute provide assistance to all citizens of Israel, in all areas of life from birth to old age. As part of the change in the Kiryat Haleum in the capital, it makes sense that the National Insurance Institute will renew the public building for the community and concentrate responses in one place that is accessible, comfortable, visually pleasing, and accommodates all services to the citizen. "
Mayor of Jerusalem, Moshe Lion: "The renewal of the National Insurance structure is part of an urban strategic move, which is designed to strengthen Kiryat Haleum and turn it into a home for all government ministries, alongside the development of Israel's new business district at the city's entrance. Thus, Jerusalem, our capital, will strengthen its status as the center of national government as well as a significant business center in the entire country."
Accountant General at the Ministry of Finance, Yahli Rotenberg: "The new National Insurance building project is part of a comprehensive concept, for strengthening Jerusalem and the government Kiryat Haleum. We are leading the construction in cooperation with the Jerusalem Municipality and other parties, for the benefit of the employees of the government ministries and the general public, in order to create a national and central government complex, accessible, efficient and significant in Jerusalem together with other projects that are being built, as well as those that are planned to be built in the coming years."

In recent years, we have made many branches accessible throughout the country and improved the service experience for the citizen. In this spirit, we have partnered with the government's construction in order to promote the construction of new buildings that will host both the administrative offices and the branch in Jerusalem, reduce the number of buildings throughout the city and provide an appropriate response to the citizens of Israel."
