Eligibility for the grant from January 2025 is conditional on registering a residential address
Concerning the occupancy grant that was renewed at the end of January 2025, the Ministry of Finance issued a clarification according to which eligibility for a occupancy grant is conditional on registering a residential address, as of the date of evacuation, which was not the case in previous agreements.
According to the terms of the agreement, the section was defined as follows:
Amendment to Section 2
- (a) In the definition of "independent occupancy" - the former version "a place of accommodation that is not the home of the eligible person" is replaced by "a place of accommodation not located in a settlement".
- (b) In the definition of "eligible" - the former version "residing in a settlement" is replaced by "who resided in the locality on the eve of the date of evacuation or removal for renovation of that settlement and is registered in the population registry as a resident of that settlement as of that date
- The words "who was evacuated or removed for renovation in accordance with government decisions or who was included in a certain population of residents of the settlement that was decided to be evacuated or renovated under government decisions" will be deleted.
Following repeated requests from the National Insurance Institute and the public, it appears that the Ministry of the Interior (Population and Immigration Authority) will examine in the coming weeks individually applications to update an address retroactively, so that eligibility for housing grants will be possible in cases where the resident proved a center of life in the locality at the time of evacuation (for example: rental contract, property tax, etc.).
The National Insurance will update residents regularly via text SMS messages as soon as the Ministry of the Interior transmits the revised information, so that they can declare their evacuation in the National Insurance systems and be granted eligibility for the grant.
