Birth, adoption and children


The rights granted by the National Insurance in case of birth, adoption or surrogacy, are also given to partners of the same sex who are a common law couple / registered as married with the Ministry of Interior.

Birth grant

The birth grant is a subsidy paid as a contribution to the first expenses related to the birth.

In the case of LGBT couples, the grant will be paid into a bank account as follows:

  • Couple of mothers - the grant will be paid to the bank account of the biological mother.
  • Fathers in surrogacy process - the subsidy will be paid to the biological father or the other common-law father / registered as his husband in the population register, according to the information filled in the birth grant application.
  • Co-parenting - the grant will be paid to the mother.

Maternity allowance

The maternity allowance is paid to a working woman who went on maternity leave and is intended to compensate the mother for her loss of earnings during the time she is not working in the context of pregnancy and childbirth.

  • In the case of a female couple - the biological mother will initially be entitled to a maternity allowance and her spouse will be able to share the maternity leave with her and receive a maternity allowance for the replacement period during the maternity leave (similar to heterosexual couples).
  • In the case of a male couple who brought a child by surrogacy abroad - the choice of the recipient of the paternity allowance is at their discretion and they can replace each other once during the parenthood leave.

Multiple birth allowance

The multiple birth allowance is paid for 20 months and intended to help parents who have given birth to three or more children in a single delivery.

In case of surrogacy - if three or more children are born in close births (up to 98 days between births), you may be entitled to a multiple birth allowance. For example: you had twins in a first childbirth, and then another child was born within 98 days. To check your entitlement to an allowance, contact a National Insurance branch.

Child allowance

Child allowance is paid monthly to families to help with the costs of bringing up children. The allowance is paid to one of the parents only, at their choice, both in case of co-parenthood and in case of a couple of mothers or fathers.

In order to receive child allowance, you must apply for child allowance and choose which parent will be its beneficiary.

Please note that a couple of women must register with an Insurance and Collection Department of a branch as common law couple before applying for child allowance, and choose which of them is an insured person exempt from insurance contributions payment.
